Answer: To write pieces of operating systems, obviously. You need to be a very good programmer, and know at least C.

Answer: Re Ethical Hacking-
Here's a definition of 'ethical hacking' from a British site that has a DVD course on the topic.
"Ethical Hackers are computer and network experts who attack a security system on behalf of its owners, seeking vulnerabilities that a malicious hacker could exploit. To test a security system, ethical hackers use the same methods as their less principled counterparts, but report problems instead of taking advantage of them."

However, I think that you should register on www.ethicalhacker.net and join in one of the forums where you're most likely to get the info needed. Somebody there will be able to point in the right direction.
For general programming you either need to be a real expert self-learner who can impress people with genius or - like most of us - you'll need to take a degree either at a community college or university. In this case you'll just need to check out the ones near where you live or look at on-line ones-

Sometimes there are local schools that do small six month diplomas in this but the employment record of grads is often quite spotty.

Answer: Go to a job board like Monster http://www.monster.com and look up "computer programmer" and "systems analyst"

Answer: In theory, yes- the systems analyst typically delivers the overall specs and requirements for a system which will then be developed by programmers.
To answer the other part of your question, it is really necessary to know this : why do you think you suck programming? Is it the logic you have trouble with, or is it more the syntax? Or do you just not like programming?
I ask, because if you want to be a systems analyst, it is very important that you understand the underlying logic of programming, and have a firm grasp of what is possible, and what is not possible. So, if you struggle with the logic part of it, you may not make the best systems analyst
Now, can a person who sucks at programming be a good systems analyst? In some cases, yes, and in others, no. Again, it depends. I myself am in a similar situation, except it's not that I "suck" at coding, it's that I don't like it. I like working with people more, and as a systems analyst, there is a lot of human interaction, and that appeals to me.
So, the answer to your question is yes - and no. It all depends.

Answer: A - CIO - wouldn't normally manage the two positions unless its a small IT group.
B - DB Admin - maybe, as DB admin normally deals with managing database. Data Entry and programmer may fit into this category.
C - System Design - maybe, as the system designer develops programs and may need the two positions to help enter and manged the programs
D - PI - no
Question: being a computer programmer/computer and information systems manager? I'm thinking about maybe pursuing one of these careers but I was wondering if the people who have these jobs were previously knowledgeable and practical already writing their own programs or if everything you need can be learned in college.

Answer: You can major in those subjects as long as the colleges you are interested in attending offer them.

Like in other arts, talent is an important ingredient as well. Good educaion (and by education I mean going to the university) is also a must.
