Answer: Since it is not a requirement, it is not done. The Constitution says nothing about a President passing any tests other than age, citizenship, and how long they have been a resident of the country. Anything beyond this is up to you to decide when you vote. If enough people feel that a candidate is not mentally fit for office, then he/she will not get elected.

Answer: I think so, because he can speak to Congress on their level. I get the impression that congressmen like to hear from a former fellow congressmen, and although he's no scientist, Al Gore is widely acknowledged as well-informed on climate science (outside the denial community, of course). From what I read, it seemed like even the Republicans were showing a lot of support for Gore. So hopefully his actions will help grease the climate bill tracks a bit.
