Question: Where can I find templates of instructional design systems? I need a Needs Analysis Template, Learners Characteristics Template, Objectives Template, and Strategies Template for my training and development class I'm taking.
Answer: The American society for training and development should have something. You can google the scientists that made what ever model you need (i.e Dick and Carry, Smith/Regan) famous IDs like having examples of their model in use laying around. Needs analysis is a hard thing to template out cause it's different for every client. You'll need to focus on a particular ID model and hone in. I know that a needs for rapid prototyping is was different than for ADDIE. Pick a model, google [model] Needs analysis
As for Objectives realy there's only one template you need: ATD Audience member does a Task to a Degree ( The Store Clerk will Count Cash with 100% accuracy)

Question: How many hours of instructional design work are necessary for one hour of web-based courseware?
Answer: That will depend greatly on the nature of the material being taught, and also how much testing you are going to do before it becomes available for students.
For example, will there be interactive quizzes and test questions sprinkled throughout the reading material? Or only at scheduled intervals?
Is this a technology topic? Will you require lots of photos and screenshots? (Always a good idea, to keep things interesting). Then the amount of time it will take to develop the course will depend greatly on your familiarity with the software you're using to create the images.
For example, I typically use one program to capture the images (ThumbsPlus) and another to add circles, arrows, "click here", balloon text, etc, using MacroMedia Fireworks (yes, my version is pre-Adobe).
Familiarity with these things will play a big factor in the course design times. As will typing speed and accuracy.
Finally there will be the issue of what courseware you are using, the speed of the server, and the speed of the internet connection.
For courseware, I highly recommend the free and open source Moodle.

Question: What is instructional design and what the types of it? What are the advantages and disvantages of it?
Answer: ISD - Instructional Systems Design
The systematic design of training in accordance with established principles of learning.
Look up terms like ADDIE (Analysis, Design, Development, Implementation, Evaluation).
There are several different models or approaches to follow as part of an ISD process, but I believe them all to be very similar.
I'm not sure how you could apply the term "disadvantage" to a practice that seeks to create the best form of training for a given audience and desired outcome.
I think the worst you could say is that too rigid an adherence to any system of rules can stifle innovation, decrease efficiencies, drive up costs, and reduce effectiveness.
