Question: How do I make the transition from teaching in the classroom to a career in curriculum development? I have been teaching for three years, but I want to move into curriculum development. I have a masters of education in curriculum and development and am very interested in transitioning completely to curriculum development, but I am not quite sure how to do that.
Answer: First, look for internal promotion opportunities. Could you become the head of the X department within your current school or at a new school in your district? In that position, you would be able to take on some curriculum leadership responsibilities while staying in the classroom. Once you've demonstrated that kind of initiative, jobs outside the classroom from the Board/Ministry of Education and/or the school district would be more within your reach. Those jobs are normally advertised in trade newsletters and on the websites of the respective agencies.

Question: Any ideas on how to set out an INSET package for curriculum development? For a project I have to produce an inset package. I already know what theme I'm covering and some of the activities I want to use. Problem is, I have never being to an inset training and not sure of the layout. Answer: First two answers are good.
Remember most teachers DETEST inset and feel it often consists of irrelevent time wasting. Try and keep it on a topic they will find interesting and useful.
I've lost count of the dire INSET sessions I used to go to before I changed careers.
I am amazed that you are writing an INSET package and have never been to an INSET training.
I got the impression that most of the INSET trainers I observed had never been to an INSET session themselves-- hence they put on dire sessions.

You might want to research terms such as curriculum compacting, multicultural curriculum, educational standards, critical thinking, inquiry method, scope and sequence, rubrics, criterion referenced tests, portfolio assessment, learning modules, individualized instruction, multiple intelligences, theory and practice, core curriculum, learning outcomes, outcomes based assessment, constructivism, learning styles, brain based learning, social cognition, behaviorism, Piaget's developmental theory, Bloom's taxonomy, experiential learning, whole language, literature based instruction, conceptual framework for curriculum design, implementation and evaluation of curriculum, models and strategies for curriculum innovation and change, use of technology in curriculum, web based learning, etc.

Question: How important is parental involvement in curriculum development and the establishment of school policies?
Answer: I feel that parental involvement is important, but teachers have to let parents be involved. By that I mean that teachers have to communicate with and work together with parents in order to properly teach students. Parents do not usually understand a teachers curriculum and unless the teacher explains her policies, school policies, and tries to get parents involved, the parent is "flying blind".
Here is an example: I sent a letter at the beginning of school to my step-sons teacher asking for her to inform me if she had any problems with him not doing homework. He just came to live with us 3 months ago and we were told by his mother that he had a problem not turning in homework at his last school. I also requested a list of weekly homework assignments so that I could ensure that he did them and turned them in. I recieved no response from her. Instead I got a note sent home saying she was giving him detention for not turning in 2 homework assignments. I finally had to write another letter and an e-mail to her, since I get nothing but a voicemail during school hours. She called me back, and was kinda rude, as if she had done nothing wrong. I questioned her if she got the first letter I sent and she said that she did. She then informed me that at the 5th grade level they did not send home assignment lists, cause the kids at that grade level needed to start being responsible for their homework. However, the punishment of after school detention was also punishing me, since I would have to be the one who took off work early to pick him up. I asked how I was suppose to enforce the idea of doing homework, if I was not even aware of what homework he had, since she would not give me a list. She finally said "Well, I guess that I could make an exception and get you a list of the assignments."
As a parent, I asked for suggestions and support from the teacher, and she didn't want to give it.
So what can parents do, if the teachers do not involve them?

From your question, I would assume you are either a parent/caregiver, or a pre-service or new teacher.
Curriculum for the Hearing Impaired (hearing greatly reduced, but some sound perceived) are pretty much the same as for general education students.
The differences are only in Lanugage Arts:
--Focus on whole words for reading decoding and spelling (match pictures to words, memorize all words as sight words/flashcards), rather than learning letter sounds.
--Environmental cue awareness training... how do you know what is going on out-of-sight if you can't hear it? Reading the visual and other sensory environments consciously is important both socially and in the workplace.
While phonemic awareness (letter sounds) is indeed taught to hearing impaired students, leave that to the speech-language therapists and special education teachers.
Deaf students (no sound perception at all) have word-picture and word-concept training, minimal if any phoneme training (mostly if vocalized speech is desired), and a greater focus on alternate communication forms like sign language and communication boards.
All other academics (math, science, social studies, etc.) are taught using the standard regular ed curriculum. Hands-on instruction methods are better, because they engage more of the child's remaining senses (manipulatives, science demonstrations and experiments, social studies topographical maps/field trips/etc.).

Answer: It is toucing on a little bit of everything and continuing to return to the concept rather than studying it in depth. I myself DON'T favor circular curriculums because I believe students need to study deeply a concept to get a good understanding of it rather than a surface understanding.
