Even if your own facility has no production or other manufacturing to create H&S issues, you will need to be aware of what your neighbors do. Review of Community Right-to-Know legislation and Emergency Planning Commissions can assist you in determining what hazards might exist to people on your site that originate from offsite sources.
Lastly, security is largely a question of risk tolerance. A jewelry factory that handles large quantities of small valuable merchandise will have different needs for security than a pesticide plant. Remember to consider Physical (Locks, fences, gates, etc.) as well as Procedural (Unaccompanied Guests, internal specific authorizations and background checks) when considering security overall.
The amount of security you need is primarily dependent on the value of what you do.

At 22, I have graduated and am about to take on a position as an administrative assistant with a company with great room for advancement. In my current organization, I've noticed that all the people with this title are those without degrees. However, entry-level (ish) opportunities are hard to come by in the field of marketing/PR (my field) and I feel like an administrative role is all I'm going to get for right now until I build more experience. If I spent a year or two doing this, would this look bad to potential employers down the road?
Answer: If you decide to venture down this path, choose an administrative position in your field. Employers see unrelated job experience as indecisiveness and lack of confidence, so choosing a position in a totally unrelated field COULD hurt you.
Being an Administrative Assistant is a good way to catapult into a field if you choose carefully. Try to work in this capacity for a company that can eventually hire you for the job you desire to have, since internal candidates often get preferential consideration for jobs.
Take this time to network with other employees (in HR and the department you covet, especially) and get to know the inner workings of the company. Build as much experience and knowledge as you can as well so that you can become more of an asset to the organization.

My employer has moved me from ofice based administrator with no client contact (client being drug/alco user) to working in magistrates courts, speaking to clients, referring them where necessary and addressing the magistrates. I've stated that my pay grade should be higher than Admin.

Answer: I wouldn't have thought that any role involving addressing the magistrates could be regarded as administrative. Referring the clients 'where necessary', as you put it, is arguably administrative, but appearing in court is advocacy.

Answer: Nothing. Administrative Assistant was deemed more politically correct, and makes the AA feel more important than being called a Secretary.
In the past, the used to mainly be responsible for answering phones, taking messages, taking dictation, and typing. Automated phone systems and voicemail has replaced the need for them to do that work a lot of the time, and the majority of executives now type their own messages.
Now they seem to be more responsible for keeping the Executives schedules, acting as a travel agent (arranging the executives travel), and do some light spreadsheet and data organization type work. Sometimes they will prepare presentation slides and things like that as well.
